This depends on the policies of your SICOFI system dealer. Some providers charge you for the renewal, although there are others like KIUBIX that renew the folios at no additional cost, under the philosophy that the folios are already yours and you don't have to pay again.
If your provider is KIUBIX assumes that they will renew it at no cost, you just have to send your request to the mail [email protected] specifying your username, company name and RFC to carry out the renewal.
If you have any other provider, you should contact their support staff to help you with this process.
